While I do agree with you on every single point, I think I can shed light on why it is as it is.

Corporate greed

I think that pretty much sums it all up, corporate greed. There is a continual focus on growth and "market potential" in companies.

Even companies who quite literally have no way to grow, if you own 90% market share, wtf are you gonna grow into? How will you increase sales by 15%? There isn't 15% left.

But that is how it goes, growth for the sake of growth, there is no plateau in business. This is usually where mass firings come in, cos that decreases cost and heightens income...

The other part

There is exactly 0 incentive to make anything efficient, no laws will be made and nobody will complain about you being inefficient.

The only people who do complain are "stakeholders", whom's feature you delayed for another day, to make it more efficient.

The people problem

People generally are used to slow and unresponsive stuff, to the point, that they just think it is how it is.

The other part of the problem is, that it takes a specific phenotype of human, to question why things are unresponsive in the first place. The remainder of humans, don't actually give a shit.

This then becomes a top to bottom problem, your immediate manager might care, but his manager or upper level management, could not care less. When you then add 0 legal or social incentives to it, there is no real reason to actuslly make things better.
